New Haven has its own Social Security Office of Hearings Operations, at 157 Church Street in the Connecticut Financial Center. It decides appeals for much of coastal and south-central Connecticut, including New Haven, Bridgeport, Stamford, Norwalk, and Danbury. If your claim proceeds to a hearing, a judge from that office will decide it.
